designed for businesses. Their logic is quite similar to the residential Exoikonomo,
but the criteria, eligible beneficiaries and amounts are different. Let us
look at the most important ones.
1. The Main Subsidy Programmes for Businesses
These programmes are primarily funded by European resources (ESPA) and
target both energy cost reduction and improved business image.
🏢 Exoikonomo - Epixeiro
This targets SMEs (Small and Medium Enterprises) for
the energy upgrade of their premises. It covers window replacement, insulation,
LED lighting, heating/cooling upgrades. Subsidy rates range around 40-65% depending on the category and geographical zone.
🏨 ESPA Tourism
Special programmes for tourism businesses (hotels, rental
rooms) that need energy upgrades. Window replacement in hotels is a major
eligible expense, especially for balcony doors, room windows and entrance glazing.
🛍️ Green Retail Stores
Newer programmes target retail shops for replacing old
shopfronts with energy-efficient aluminium systems. An energy-upgraded
shopfront does not only save electricity - it also attracts customers.
2. What Is Covered? (Eligible Expenses for Windows & Shopfronts)
As a business, you are not simply replacing "house windows."
Commercial windows and shopfronts come with specific requirements.

Entire aluminium shopfront systems with energy-rated
curtain walling. These structures are often large-scale (many square metres)
and require specialised mechanisms. Replacing old shopfronts is a primary
expense in these programmes.
🚪 Entrance Doors
Shop entrances (automatic sliding, hinged, etc.) and
commercial exterior doors can be included in the budgets. A proper energy-rated
entrance reduces thermal losses every time a customer
walks in.
🏗️ Facade Curtain Walling
Hotels and offices with large curtain walls can receive
subsidies for replacing the entire facade. This is a very significant
investment with a direct impact on electricity bills (air conditioning,
heating).
🌤️ Shading & Awnings
In most programmes, external shading devices,
roller shutters and awnings are recognised as energy interventions
since they reduce solar gains and cooling loads in summer.
3. Pitfalls & Important Notes
Business programmes are not exactly like the residential Exoikonomo.
There are significant differences you need to be aware
of.
📊 De Minimis
Some subsidies are governed by the De Minimis rule:
a maximum ceiling on state aid per three-year period. If your
business has already received state aid, the available "room" may be
limited.
💰 VAT: Not Always Eligible
In many ESPA business programmes, VAT is not subsidised (since the business recovers it through its tax returns anyway). This
means the "real" budget is calculated at net (ex-VAT) prices.
📋 Energy Audit
Larger programmes require an energy audit before and
after the interventions. This audit is similar to the residential EPC
but is conducted by specialised energy auditors and covers the entire
building.
⏰ Deadlines
ESPA programmes have strict submission and completion deadlines. Do not waste time: start collecting quotes early so
that as soon as the platform opens, you can apply immediately.
